Law Enforcement Liaisons

Law Enforcement Liaisons (LELs) play a vital role as a link between the Bureau of Transportation Safety's SHSO and the law enforcement community. These people have retired from careers as law enforcement professionals. This experience combined with an understanding of Kansas’ Transportation Safety initiatives and campaigns helps them plan, organize, promote, network, recruit, implement, report on and evaluate law enforcement’s role in traffic safety projects, activities and achievements.

First Responder Liaison

The Statewide First Responder Liaison helps develop relationships and collaboration between Emergency Medical Services, the health care community and SHSO.  The goal being to improve Post-Crash Care and survival rates in transportation related crashes in Kansas, especially in rural areas. Post-Crash Care is a priority under the Safe System Approach which includes expedient access to emergency medical care, while creating a safe working environment for vital first responders and preventing secondary crashes through robust traffic incident management practices.

Traffic Safety Resource Prosecutor

A Traffic Safety Resource Prosecutor (TSRP) is an attorney and subject matter expert in DUI and other traffic safety related laws in Kansas. The TSRP works with the SHSO and related initiatives through the following:

• Provides technical support and information to enhance the investigation and prosecution of DUI traffic safety offenses
• Establishes access for information and resources to overcome obstacles
• Serves as a resource for prosecutors, law enforcement agencies and traffic safety professionals
• Develops and provides training for prosecutors, law enforcement and courts

Judicial Outreach Liaison

The Kansas SHSO Judicial Outreach Liaison (JOL) provides outreach to educate and inform judges on impaired driving and highway safety issues, primarily through peer-to-peer education. A JOL is an active or retired judge and subject matter expert sharing the latest research and best practices addressing impaired driving and recidivism.

Local Field Liaison

The Local Field Liaison (i.e., Safety Circuit Rider) for the State of Kansas provides technical support, training and resources to local public agencies on road safety matters. Kansas' Local Field Liaison program includes an equipment loan program; peer exchanges, workshops and conferences; participation in competitions like Build a Better Mouse Trap; support for data collection, analysis and interpretation; support for road safety audits and local road safety plans; and support for application processes for project funding.  Local Field Liaison Program | University of Kansas Transportation Center
