National Electric Vehicle Infrastructure Formula Program (NEVI)

February 6, 2025, Update 

On February 6, KDOT received notice from FHWA concerning the current and future status of NEVI Program funding. As a result of DOT Order 2100.7 titled “Ensuring Reliance Upon Sound Economic Analysis in Department of Transportation Policies, Programs, and Activities,” the NEVI program is undergoing significant review. With new program guidance pending, the following changes are immediately in effect:

  • All State Electric Vehicle Infrastructure Deployment Plans, for all fiscal years, are suspended.
  • New obligations of funding are suspended.
  • Reimbursement of existing obligations will continue.

Updated NEVI Formula Program Guidance is expected to be available for public comment in Spring 2025. Following the public comment period, final guidance will be provided. About the NEVI Program

The Kansas National Electric Vehicle Infrastructure Formula Program (NEVI), known as Charge Up Kansas, uses federal funds to support the development of electric vehicle (EV) charging infrastructure along federally designated Alternative Fuel Corridors, focusing on the national Interstate System. Once these corridors are certified as “built out” by the FHWA, funding can be used for other public charging infrastructure. This program aims to provide a convenient, reliable, affordable, and equitable charging experience for travelers. 

Program goals include: 

  • Plan and deploy EV charging station infrastructure. 
  • Incorporate all necessary equipment into EV infrastructure including, utilities, connections, and supportive power networks for charging EV batteries.

  • Counties
  • Tribes
  • Not-for-profits
  • Private entities
  • Utilities
  • Groups composed of the above 

Funding Details

  • Projects must be related to vehicle charging and support public DC fast-charging infrastructure within 1 mile of a federally designated EV charging corridor (I-70, I-35, I-335, U.S. 400, and U.S. 81 from I-70 north to the KS/NE state line). 
  • Match requirements: 80% federal funding and 20% local cash match.  

How to Apply 

  • Each round of site selection begins with a response to a Call for Projects followed by a Request for Proposals response selection process, as detailed in the Kansas NEVI Plan.  
  • Details for each site selection round will be announced in detail.  
  • A local match will be required.

Round 2: Charge Up Kansas

$6.8 Million Awarded for Nine New Fast Charging Stations 

Nine new NEVI locations in Ottawa, Lebo, Baxter Springs, Parsons, Severy, Augusta, Park City, Kingman and Dodge City

On October 3, 2024, Governor Laura Kelly announced over $6.8 million in federal funds for nine new locations under Kansas' National Electric Vehicle Infrastructure (NEVI) Formula program. These new DC fast-charging stations will enhance Kansas' EV charging network. 

New charging locations: 

  • Augusta – Casey’s, 212 W 7th St. (U.S. 400) 
  • Baxter Springs – Casey’s, 2403 Military Ave. (U.S. 400) 
  • Lebo – Casey’s, 2740 Fauna Rd. (I-35) 
  • Dodge City – Love’s, 2505 E Trail St. (U.S. 400) 
  • Kingman – Casey’s, 442 E D Ave. (U.S. 400) 
  • Ottawa – Love’s, 203 E 27th St. (I-35) 
  • Park City – Sinclair, 6209 N Broadway Ave. (I-135) 
  • Parsons – Casey’s, 516 Main St. (U.S. 400) 
  • Severy – Pete’s, 218 R Rd. (U.S. 400)  

These stations will contribute to a more comprehensive statewide EV charging network.

Round 1: Charge Up Kansas

$4.6 Million Awarded for New Fast Charging Stations 

Six new NEVI locations in Emporia, Garden City, Cherokee, Fredonia, Belleville and Pratt

Governor Laura Kelly announced over $4.6 million in federal funds for the first six locations under Kansas' National Electric Vehicle Infrastructure (NEVI) Formula program. These new DC fast-charging stations will fill gaps along major highways and the interstate system, complementing existing stations on the I-70 and I-135 corridors. 

New Charging Locations: 

  • Emporia – Flying J, 4215 W Hwy 50 (I-35) 
  • Garden City – Love’s, 3285 E U.S. 50 (U.S. 400) 
  • Cherokee – Pete’s, 20 U.S. 400 
  • Fredonia – Pete’s, 2400 E Washington St. (U.S. 400) 
  • Belleville – Love’s, 1356 US Highway 81 (U.S. 81) 
  • Pratt – Casey’s, 1900 E 1st St (U.S. 400)  

The total investment, including 20% local match for Round 1 locations, was over $5.8 million.
