The Kansas Crash Data System (KCDS) will go live on April 27, 2026. The KCDS project was undertaken by the Kansas Department of Transportation (KDOT) to modernize how crash reports are submitted and processed in Kansas. KCDS was designed to support both KDOT and Kansas Law Enforcement Agencies toward the goals of reducing the amount of time required to complete the report, increased data accuracy and 100% electronic crash reporting.

KCDS streamlines crash reporting across Kansas allowing for faster submission, automated verification, improved data quality, and faster access to statewide safety data. Law enforcement officers and staff will save time, improve accuracy, and have better data available. The improved crash data will be available for statewide safety analysis and provide better solutions and better results!

Save Time – The amount of time required by law enforcement to complete a crash report will be reduced by utilizing dropdown selections. Logic will eliminate redundant data entry where possible. No more memorizing code numbers!

Improved Accuracy – KCDS includes built-in data verification and validation to reduce reporting errors and the need for corrections.

Multiple Electronic Submission Options – KCDS was designed to accept electronic submission of crash reports through KLER, a new KCDS web-based data entry form, and electronic submission directly from law enforcement agencies’ Records Management Systems (RMS).

KCDS Dashboards – KCDS provides agency-wide and individual officer crash report status and submission dashboards.

Electronic Submission Options

KCDS will accept electronic submission of crash reports through three methods: the KCDS web-based data entry form, the KLER Portal, and directly from law enforcement agencies’ Records Management System (RMS).

Web-Based Data Entry Form - KCDS includes a web-based data entry form that is designed with drop down lists wherever possible to decrease the time for law enforcement to complete.

KLER Portal - KHP will continue to offer electronic crash report submission through KLER for law enforcement agencies. KHP will provide an update to redirect electronic submissions to the new KCDS address. (Call 1-877-317-4597) for assistance with installation, new user setup or troubleshooting.)

RMS Integration - Law enforcement agencies wishing to utilize the functionality of submitting an XML file directly from their Records Management Systems (RMS) should coordinate with KDOT by contacting kdot.kcds@ks.gov. The anticipated timeline for RMS programming work will occur in late 2026-2027.

Q: How do I create an account to log into KCDS?

A: To log into KCDS and use the web-based data entry form:

Complete a LEA Access Request Form, to request agency-level access.
Complete an Individual User Request Form, to request individual/staff access for each user.
Email LEA Access Request Form and Individual User Request Forms to KDOT at kdot.kcds@ks.gov.

Q: How do I access KCDS?

A: Once an account has been created, KCDS can be accessed through the web portal https://dct.kscds.gov/ksdct/setup.jsp.

Q: Is electronic submission of crash reports required?

A: Electronic submission of crash reports is highly encouraged; however, paper crash reports are still allowed.
