Kansas Department of Transportation’s Division of Aviation connects airports, businesses, and communities with funding and development opportunities that strengthen Kansas’s air transportation system. From airport improvement grants to RFP listings and land development prospects, these programs help drive economic growth, enhance infrastructure, and expand aviation services across the state.

Kansas offers several funding programs to support and enhance public-use airports by improving infrastructure, safety, and economic impact, helping airports better serve their communities.

The Kansas Airport Improvement Program (KAIP) assists airport sponsors with projects in system preservation, modernization, equipment and facilities, and design/planning. Eligible airports can receive up to $800,000 per project, with higher limits for new runway construction and full-depth reconstruction.

The Kansas Air Service Development Incentive Program offers grants to support air service development at commercial service airports in Kansas. The program is designed to improve the overall air travel experience and is open to any Kansas Commercial Service Airport certified by the Federal Aviation Administration (FAA).

Additionally, the KDOT Cost Share Program provides financial assistance for a wide range of transportation projects, including airports. This program requires a minimum 15% local cash match and accepts applications twice a year.

Available Land for Airport Development

The Kansas Department of Transportation (KDOT) offers several programs to support airport development and expansion:

  1. Kansas Airport Improvement Program (KAIP): KAIP assists public-use airport sponsors in improving and maintaining airport facilities. Eligible projects include system preservation, modernization, equipment and facilities, and design/planning. While KAIP primarily focuses on infrastructure enhancements, it may support land acquisition if it aligns with broader airport improvement initiatives.

  2. Economic Development Program: This program funds transportation improvements that attract new businesses to Kansas and support the growth of existing ones. Communities can apply for assistance with transportation projects, including those related to airport development, provided they address transportation issues and support job growth and capital investment.

Additionally, local airport authorities may have land available for development. For example, the Metropolitan Topeka Airport Authority (MTAA) offers land with incentives such as zero property tax to attract businesses.
