The Rural Highway/Railroad Crossing Surfacing Program is a federal aid program that funds improvements for at-grade highway/railroad crossing surfaces on eligible rural road systems, including City Connecting Links in cities with populations up to 2,500. Projects are selected based on annual evaluations. The highest priority highway/railroad crossings in the corridor are improved with active flashing light and gate signal systems.

Eligible Entities 

  • Cities with a City Connecting Link and populations up to 2,500.  

Eligible Uses

  • Projects are selected based on need as reported in annual evaluations. 
  • Installation of high-quality crossing surfaces and approaches. 
  • Projects can be initiated by railroad companies or local KDOT staff.

Funding 

  • Approximately $500,000 in state funds annually. 
  • Lump sum KDOT payment of $600 per foot of crossing surface (width of roadway at crossing + about 2 feet on each side). 
  • The $600 per foot rate is based on historical project costs and a 50% State/50% Railroad cost split.
